emacs-25.1 hasn't been released yet. Release candidates are currently being tested, so it shouldn't be too much longer. I'll make it available for Cygwin very shortly after it's released upstream.
By the way, what you built is the development trunk that will eventually lead to emacs-25.2, not emacs-25.1. If you want the latter, you should check out the emacs-25 branch, not the master branch.
