On my cywin setup setup-x86_64.exe (downloaded today), I can only select
octave-4.0.1.
I changed the download site but no success.

I retired it.
The bug is too serious to leave the 4.0.3-1 build with
all the forge packages built before with 4.0.0 and 4.0.1 unusable.
Have you checked if your windows build suffer the same problem ?
