i've searched through google for this issue but haven't found anything
relevant. is this a known problem? is there a work around?
On my system the file is present:
$ ls -l /usr/lib/perl5/5.14/i686-cygwin-threads-64int/auto/IO/IO.dll

/usr/lib/perl5/5.14/i686-cygwin-threads-64int/auto/IO/IO.dll
