current rsync package is 3.0.9-1, so I assume also that
you have not the latest version also of cygwin dll installed
A similar issue was seen long time ago

but not in recent cygwin release, for what I can remember.
FYI – The main menu identifies my version as “0.7.0autobuild”, and the
game seems to play normally.
I bet the game is using Rsync as auxiliary tool only.
