You're in the wrong spot. The minres code has been folded into the Cygwin DLL years ago, with the switch from Cygwin 1.5 to 1.7. There's no external resolver lib in the Cygwin distro anymore since then. The Minires package is only provided by the 32 bit distro for backward compatibility with very old packages. Don't try to link against this DLL at all for new packages: -lresolv will link your resolver calls to the Cygwin DLL's resolver calls.
