Adding to this, here is the sometimes frustrating experience of "cygcheck -p"
$ time cygcheck -p bin/aclocal
cygcheck: unable to contact cygwin.com site, InternetOpenUrl() failed: The
operation timed out
(win32 error 12002)
real 0m31.132s
user 0m0.016s
sys 0m0.031s
