I don't know. Whatever your point was, it was lost on me and probably almost everyone who frequents this list. But please don't elaborate, I don't think we're interested. If you have constructive improvements to offer - patches, or better documentation - then please do. Otherwise, I think your best course is to spend more time with Cygwin and learn more about it before you post again.
