It's a known problem and has been fixed in the emacs development trunk.
The fix won't be in the upstream release of emacs-24.3, but I'll look
into backporting it for the Cygwin distribution once I'm confident that
emacs-w32 is working well.
This turned out to be pretty easy to do, so I've built emacs*-24.2.93-3
packages that have this fix. I'm not going to issue a new release just
for this minor fix, but you can get it from my private repository if you
