Unless I'm misreading it (entirely possible; I don't regularly look), the cygcheck.out output doesn't list any missing files or packages; it just doesn't seem to have libopenssl098 in it. Which would imply either Paul overrode the automatic dependency installer, or setup.exe failed to install correctly. It'd be useful for cases like this to have cygcheck look for and report missing dependencies.
