You can safely give out the first link.
Even if anchor name would be changed, the address of "nochunk" version of

document is unlikely to be changed any time soon.
But then .... I'm not so sure about the advice offered in that FAQ entry.

says "Read the 'rebase' package README in /usr/share/doc/rebase/, and
follow
the instructions there to run 'rebaseall'".
But, although I have a /usr/share/doc folder, I don't have a
/usr/share/doc/rebase/ folder.
You have to (re)install rebase package...
