Merge all your "release" directories into one under cyginstall, and get rid of cyginstal. "latest" and "contrib" haven't been used in ages. Delete them unless you want to keep old versions around. So the layout is: cyginstall release lot-of-package-dirs Now run setup.exe, specifying cyginstall as the local package directory. (NOT cyginstall/release) New stuff will download into {http:,ftp:}* directories, but setup will see the stuff in release as well.
