This is an updated version of:

Uses the detection method suggested here:
http://cygwin.com/ml/cygwin/2011-04/msg00372.html
Tested with bash, dash, mksh, posh, and zsh (with symlink
/etc/zprofile -> profile) on cygwin 1.7.11-1 and Win7 x64.
I've revisited this idea several times, with the purpose of adding
/usr/sbin to the PATH and coloring the prompt differently (red?) for admins.
Makes sense. Please also include the '#' as the very old & very well
known root prompt.
A Cygwin shell run as admin has more *effective* rights than a Windows
console run admin. So there should be a "be careful" sign.
I'll see if I can come up with some variation on your patch that does
all this.
Thanks,
Christian
