Please post your *exact* error messages. Note that I get the following:
$ cd /usr/lib/apache
$ rebase -v -d -b 0x68000000 -o 0x10000 *.dll
C:\cygwin\lib\apache\libdav.dll: new base = 67fb0000, new size = 50000
C:\cygwin\lib\apache\libphp4.dll: new base = 67e70000, new size = 140000
C:\cygwin\lib\apache\libproxy.dll: new base = 67e40000, new size = 30000
...
