Have you tried to ssh to cygwin, then run cmd.exe (to get a "dos prompt") and then press Ctrl-C? In my case this terminates cmd.exe and returns to bash, but this behavior is wrong (try to press Ctrl-C in cmd.exe which is run directly from the desktop, not from ssh session).
