it could be worth your while adding <cygwininstallpath>\bin to the system environment variable Path, and there is also the possibility that your boss only installed it for himself not all users (this affects where in the registry the mounts are stored I believe and thus if all users (and the system) or only one user can see them.) Although the only thing that makes me think that could be the case is the lack of cygwin icon on the desktop, and your boss could have just said no to that.
