Yes where you put say hostA:~/.ssh/id_dsa.pub into

From both clients I can ssh with command as well as scp, connecting
with both, admin and non-admin accounts. So it's not a generic Cygwin

No, this is just plain Cygwin. Given hcu-g97pnd1, my XP laptop and
usseactxvm01, a 2k3 server, with pre-shared key set up, going from XP
-> 2K3:

uname –a) it fails. Now redoing that last command but removing my
pre-shared key so that I am prompted for a password:
