Well, actually... FWIW, the following (seemingly unrelated) projects at
Google Code aim to provide package management for Cygwin:

http://code.google.com/p/cyg-apt/
The former is written in bash, the latter in python. I'm not endorsing
either as an "official" way of installing packages in Cygwin, but both
of them do appear to use setup.ini to resolve package dependencies.
Good point. If the OP tries these, best to report problems directly
to the projects' sites. They aren't supported by this list.
