No. Not "every port". Specifically, not Cygwin ones: they get it done for them, by the shell that launches them, or in fallback cases by the Cygwin DLL. They don't have any code in them to do globbing internally on Unix and they still don't have any code in them to do globbing internally when compiled for Cygwin.
