  That is not a safe conclusion; if there is a BLODA present, and it has a bug
which is a race-condition or otherwise very sensitive to timing, minor changes
even between one release of the cygwin DLL and the net can make the bug
manifest or disappear.

  That completely proves it has nothing to do with cygwin, since cygwin never
installs any LSPs.  It is bound to have been either Ice or Network Monitor.
