I wasn't blaming Cygwin. :-) I was just hoping the astute people on this list could help me with this problem.
Another Google search today ("windows cmd slow") found the problem. I should have been searching for that instead of for Cygwin. Anyway it turns out to be a problem specific to Lenovo. Disabling the IPS Core Service magically solves the problem.
