I've compiled and ran the test case on a Linux 2.4 kernel system without error (Mandrake 8.0) and on Cygwin 1.3.10 hosted on Win2k, also without error.
I need to determine if this failure can be replicated on any other Win98 hosted Cygwin 1.3.10 install or if the failure is unique to my setup. There may be a compatibility implication on running Cygwin on a Win98 host. I need some feedback from anyone on the list who has hosted Cygwin 1.3.10 on a Win98 machine and would be willing to compile and run the test case that I submitted in my original post.
