I'm not an SSH expert, but it looks like you are trying to use a protocol 2 RSA key for protocol 1.
You should use ssh-keygen -t rsa1 to get a key suitable for protocol 1. Even better, use the ssh-host-config script, which will set up OpenSSH for you.
