Tried to deploy patchutils 10296 and got error:
$ ssh cygwin jobs deploy 10296
job id 10296 isn't deployable due to reference or package name restrictions
$ grep patchutils cygwin-pkg-maint
cygwin-pkg-maint:patchutils Eric Blake/Brian Inglis
Had to cygport upload instead.
