That hadn't occurred to me, nor has anyone else suggested it. It does make
sense though.
I'm in the process of building an update for cygutils-extra, so that will be
done as it has been in the past. But I'll consider combining the three
cygutils packages into one for later releases.

AFAICS the split has been done 12+ years ago to resolve some dependency problems
of a "Base" installation. Discussion thread started May 2013:

Note also cygutils-extra depends on libstdc++6 which is large 2.2MB for a Base
dependency and has its own dependencies, and cygutils-x11 presumes (but does not
depend on) the X11 infrastructure including desktop-file-utils and
shared-mime-info and their dependencies libglib2.0, et. al. are installed.
