If you want to have a discussion about hosting runners/builders and want to include Windows-on-ARM in those discussions, I can weigh in with what I learned trying to figure that out for MSYS2 if you loop me into that. It's complicated ;) I was very happy when GitHub finally provided windows-11-arm runners.
