You've got the dependencies wrong: openssl is Base, so libssl3 has to be as well. It is already a dependency, but the old category based install method required that the transitive Base items were also marked. I've not changed the libssl1.1 dependencies retroactively yet. The same story with libreadline7, which is used by bash. So no matter what the categorization of those two libraries they will be part of the base install.
