Yeah, I'm in two minds about just removing this check, since it doesn't really seem to add any value, and requires someone (me) to manually configure a suppression for it when it's expected (apparently always).

There isn't really a mechanism at the moment for removing the person who caused the package manifest rebuild and revalidation from the list of people who should receive messages from any of the checks it does.

IIRC also an issue for cygcheck-dep.
