It looks like we never got a universal-ctags package, so I'm not sure what the status of exuberant-ctags maintainer-ship is...

Frank was a contributor to u-ctags ~2015 but seemed mainly for Windows and Notepad++ plug in development.

I would like to adopt ctags and update it to successor universal-ctags.
