python{38,39}-build are needed to test python{38,39}-setuptools_scm
I think they are not needed as dependency for your needs.
python-pyproject_hooks is needed to test build, but to test it needs
flaky, so more works is needed.
But this weekend I am busy with personal stuff
So it will wait
