This looks fine.

One minor quibble I have is that you've chosen to place all of the documentation in the runtime package.

I'd suggest, if possible, placing the "developer documentation" (i.e. docs describing the API and it's performance) in the devel package, while keeping the LICENSE and README etc. with the runtime.
