That link, then,  should be provided by the alternatives system.

I have no clear preference as to what the default alternative should be,
but it should be changeable by the user.  So simply packaging up the
link isn't going to cut it.  One of the holdouts for gpg is cygport, I
haven't checked if gpg2 would need changes to the invocations there.
