Yes, unfortunately it really is a requirement. But I'd be perfectly happy to just install 5.32 locally and use it for building the upstream biber (which is distributed as an archive created by PAR::Packer). I can delay releasing Cygwin's biber package until you're ready to update perl.

Would it be easy for you to send me a cygport file that I could use for building my own perl 5.32?
