That should be bash-completion with a hyphen.

  cyginstall bashcompdir=/etc/bash_completion.d

We have bash-completion-2.1 now, so you can use bashcompdir=$(pkg-config --variable=completionsdir bash-completion) -- and change *_CONTENTS accordingly.
