Anything linked against the Perl DLL must be rebuilt. For the rest of the packages the dependencies should be updated and doing a rebuild has the highest chance of getting it right (at least if cygport gets used). Plus, if the tests are run during the rebuild it will become apparent if the scripts are portable enough.
