Packages as generated by cygport can be found here: http://breisch.me/cygwin/man-db-64/
These are just the 64-bit versions. Once these are approved, I'll upload 32-bit versions as well. Unless you'd prefer I did it in the reverse order. It doesn't really matter to me. :)
The libraries, libman.a and libmandb.a, are not able to be packaged as shared archives, it appears to me. They both have undefined external symbols.
