Another solution would be to extract these *-config scripts into separate packages, and make them dependencies of both libapr*-devel and apache2.
I know it sounds strange, but the httpd2-config script that comes with
Cygwin's apache2 package calls apr-1-config and apu-1-config, which live
in the -devel packages, being pkg-config type tools.
