The source archive contains a README (installed as /usr/share/doc/mined/README) and a README.cygwin (installed as /usr/share/doc/Cygwin/mined.README) which contain different kind of information. It also contains doc/overview.html from which the ldesc is automatically generated. I admit it's somewhat long but it actually just lists the highlights of mined features. I understood setup.hint to also provide hints for users to decide whether the package is useful for them (I recall a mail saying that setup.exe should eventually display this information but unfortunately doesn't yet).
