The author returned from a coma and it got a new home - http://libungif.sourceforge.net/ . 4.1.1 was released some days ago.
...actually taking some more time, I have to drive around this problem:
libtool: link: warning: undefined symbols not allowed in i686-pc-cygwin shared libraries
(it is the same one that didn't let the shared library be generated last time, but at that time I didn't notice...)
Moreover the configure still lacks some $(EXE_EXT) here and there, I'll send those to the author directly, after finishing the packaging, I guess.
