The uninstall dialogs aren't in the MSI database AFAIK, they're part of the MSI uninstaller itself which ships with the OS.
As it's uninstall it's never really been considered important. It's been doing the same thing for years... I first noticed it testing NT4 builds and that was a long time ago.
