As far as Cuneiform packaging goes, there is a 0.9 version for Debian Unstable but it needs either a sponsor or a maintainer to go to Debian proper. From there it will go on to derivatives such as Ubuntu. Here's the info page on that. Just don't try to install it on anything else than Debian. Cuneiform is 100% BSD licensed. The reason that it is in Debian's non-free section is that there is no original source for some of the data files it uses. The files themselves are part of the original release which was (and is) BSD.
