It seems to me that you are correct, therefore could you please file a
bug against Cuneiform on the Launchpad page? It would be nice if you
could look into the code yourself because of the lack of manpower, but I
fully understand that you might have some other things to do :-)
I will file a bug. Unfortunately, this is not as trivial as the wrong
order the "span" tag, so I don't think I'd be able to fix it myself.
