Thats me (also known under the nick "thebolt").. and if you do google 
for "marten svanfeldt" you'll find my email.. there is just one of me in 
the world so no risk of going wrong.

Its integrated in CS and for blender there is no separate exporter. 
Rather, the blender2cs exporter can export to animesh/skeleton2 format.

It is usable (used by Apricot) but needs some polishing still (working 
on that). The code is found in plugins/mesh/animesh and subdirectories 
and unfortunately there is no documentation yet (haven't got that far)
