All development will now require a trac ticket. No ticket no change.

The exceptions are. Minor package upgrades, example

man-pages-2.28 to 2.29, no ticket required

glibc-2.3.6 to 2.4, ticket required, discussion via trac

Here are some other base rules. Ryan will probably add more.

If a package has significantly changed it's installation instructions, a trac ticket is required, and discussion via trac.

Text changes, no ticket.

Text changes requiring proof reading, ticket required.
