Bill Clinton, whom Kerrey was running against, didn't have the guts to
address the draft-dodger issue up front ("Of course I tried to avoid
getting drafted, so did anybody else in their right mind")
so instead he dodged the opportunity to end the draft registration
when Congress was willing to kill its budget.
So we've still got increasing databases on US men,
along with the register-all-employment-to-prevent-deadbeat-dads,
increased INS databases, Clinton's plans to register all kids
to help track vaccinations, etc.
