There is no single setting for this. Generally, once mail is queued up, each individual message follows its own delivery schedule.
"courier flush" takes all messages currently waiting for the next scheduled delivery attempt, and schedules them immediately. This is only available mechanism for forcing delivery attempts, aside from specifying a single message ID to "courier flush", as described in the manual page.
