Hello,

I am trying to better understand how best to configure the TLS_PROTOCOL
and TLS_CIPHER_LIST variables on a Ubuntu 14.04 server using the
distro-provided packages (compiled against OpenSSL and appear to be of a
relatively old vintage).

That's the problem.

The default configuration in the current versions implement all current recommended TLS protocol settings.

Depending on how old is the "old vintage", it may or may not support the necessary API calls to support modern recommended TLS protocol settings. The best recommendation is to build and update to the current version.
