Courier-IMAP never has any trouble creating any mailboxes, for the simple reason that Courier-IMAP never creates any mailboxes. There is no IMAP requirement for the IMAP server to create non-existent mailboxes, and Courier-IMAP does not do that. An IMAP server is only required to provide access to mail in existing mailboxes. Creating a new mailbox is out of the scope of what an IMAP server does.

It is expected that whatever processed is used to actually configure a new mailbox's login, and its password, will also actually create the mailbox itself.
