so if i put 1000000 for 1M by example
in the quota field of the row DB entry for user "user1" ..
and later make the Maildir with a quota of 110000S
if i receive a mail message with 1M that will work just as is?
i mean imap SERVER witll only left "100K" in the maildir box?

The IMAP server only knows about the quota set in the maildir. It doesn't know anything about any database somewhere.

Furthermore, the IMAP server has nothing to do with mail delivery. All it does is read mail that mysteriously appeared in the mailbox, from somewhere.

The IMAP server's duties are limited to updating the quota when deleting mail from the mailbox. Also if the IMAP client uploads a new message to one of the folders in the mailbox. At this point, if by the IMAP server's calculations the quota gets exceeded, the upload gets rejected.

That's all the IMAP server does with the field.
