By determining exactly where the performance problem is. There could be several reasons: insufficient bandwidth, insufficient memory, insufficient CPU; or a few other things. "Improving performance" is not just some button that one only need to push, and make it happen.
Use standard system administration tools, like top, iostat, netstat, and others, to analyze and profile your server. Once you are confident that you know exactly where the bottleneck is, only then you can plan what needs to be done.
