cowsay doesn't require the right perl packages to run:
$ cowsay
/usr/bin/cowsay: line 9: syntax error near unexpected token `('
/usr/bin/cowsay: line 9: `use Text::Tabs qw(expand);'
$ rpm -q cowsay
cowsay-3.03-1mdk
(This should be filed under cowsay, but that doesn't exist in bugzilla yet.)
